He is being a pragmatist.

Screaming and shouting about the evil Chinese occupying Tibet and the need to kick them out isn't getting anywhere.

If things had gone better for him in the decade or two after the invasion then it may have been possible that Tibet could rewin its independnece.

Many bad things happened in history, but we don't have a time machine. In the 21st century we have to face facts and look to move forward rather than turn back the clock .

Tibet is part of China, Israel exists, Pakistan and India are divided, Istanbul is Turkish, Skane is Swedish, Edinburgh is Scottish, Britain is majority English…. These are all facts created out of controversial acts of history that we have to face are not going to be over turned. They're too far gone.

Recognise the new situation and you can try to move forward. In the case of Tibet the Chinese government actively oppresses native Tibetan religion and culture. A key reason it does this is that it links these things with the independnece movement. By decoupling this association the Chinese government might lay off on the Tibetans and do more to improve their lives without seeing them as an enemy within.

Tibetan independnece isn't going to happen. The survival and flourishing of the Tibetan people and culture still might.
